MATERIAL CONTRAVENTION OF DEVELOPMENT PLAN 1998

FOR SOUTH DUBLIN COUNTY COUNCIL

Notice is hereby given in accordance with Section 34(6) of the Planning and Development Act, 2000 that South

Dublin County Council intends to consider deciding to grant a permission for a mixed commercial, retail, retail

warehouse, leisure and residential building complex on a site of 3.256 hectares to the south west of the junction

of Whitestown Way and the Tallaght Bypass in the townland of Whitestown, Tallaght, Dublin 24. The proposed

buildings will have a total floor area of approximately 56,751 square metres and the mixed development will

include:-

• An eight storey over ground floor, 120 bedroom

hotel incorporating a 500 seat function room,

meeting rooms, associated bar and restaurant

facilities with kitchen, storage and staff welfare

facilities at sub-basement level, 11791sq.m. in area.

• A two storey over ground floor fitness centre,

2,144sq.m. in area.

• A two storey over ground floor crèche, 471sq.m. in

area.

• A two storey over ground floor office unit,

776sq.m. in area.

• Three one storey over ground floor retail

warehouse units with ancillary storage areas and

mezzanine level administration offices (each unit

greater than 700sq.m.) totalling 2,344sq.m. in area.

• A one storey over ground floor retail warehouse

unit of 6,000sq.m. in area with ancillary storage

areas and mezzanine level administration offices

incorporating an ancillary 1,000sq.m. garden

centre within its total area.

• A one storey over ground floor discount food store

with ancillary storage areas and mezzanine level

administration offices, 1,853sq.m. in area.

• A one storey over ground floor local shop,

261sq.m. in area.

• Two ground floor level pedestrian access malls and

general circulation areas, 2,271sq.m. in area.

• A landscaped garden at first floor level above the

retail warehousing units, crèche, fitness centre,

office unit, pedestrian access malls and the lower

two floors of the hotel.

• 322 residential units comprising one, two and

three bedroom apartments in two storey block C2,

Four storey block G, five storey blocks A, B, and F ,

six storey blocks C1, C3 and E all above the first

floor level landscaped garden which is accessible

from all residences, with stairs, lifts and associated

lobbies to ground floor, basement and subbasement

levels, totalling 26611sq.m. in area,

excluding external balconies including 36 sheltered

housing accommodation units within block G.

• External car, motorcycle and bicycle parking, truck

manoeuvring areas and associated roads,

landscaped areas and delivery areas at ground

level including three traffic junctions / accesses,

one from Whitestown Way and two from the

Whitestown Industrial Estate roadway, new

footpaths to the Tallaght Bypass and Whitestown

Way and a bus and car drop off area on

Whitestown Way.

• Basement and sub-basement levels including truck

manoeuvring areas, associated access ramps and

delivery areas, plant rooms, storage rooms, refuse

stores, water storage tanks, changing / shower

facility and car, motorcycle and bicycle parking and

circulation areas.

• Associated underground utilities including

drainage, water, electrical, gas and

telecommunications supplies and ESB substations

and telecoms rooms, site development and

landscape works, perimeter fencing and site

lighting.

Proposed upgrade of the Tallaght Bypass/Whitestown Way junction including removal of existing traffic islands

reducing turning arcs to all four corners of junction increasing width of pedestrian crossings hard and soft

landscaping throughout consisting of granite pavers, S/S steel street furniture, additional sculpture street light

columns and commissions sculptural element existing landscape borders and medians to Tallaght

Bypass/Whitestown Way Road and roads will be remodelled with extensive planting shrubs and paving for Mark

Elliott and Peter Queally on a site of 3.256 ha. to the southwest of junction of Whitestown Way & Tallaght

Bypass, in the townland of Whitestown, Tallaght, Dublin 24.

The development would contravene materially the following objective of the Development Plan: zoning

objective ‘E’ – “to provide for industrial and related uses.”

Particulars of the development may be inspected at County Hall, Tallaght, Dublin 24 between the hours of

9.30am to 3.30pm, Monday to Friday (excluding Bank/Public Holidays).

Any submission or observation as regards the making of a decision to grant permission received not later than 4

weeks after 25th February, 2004 will be duly considered by the Planning Authority.
