South Dublin County Council - Ethiopian Friendship / Development Co-operation Project 2006-2009

(Proposal for involvement of South Dublin County Council in Development Co-operation link with local authorities in Ethiopia)

 

 

 

On Monday 11th July 2005 at its headquarters in County Hall, Tallaght, Mayor Therese Ridge will unveil details of this initiative in the presence of Deputy Conor Lenihan, Minister of State at the Department of Foreign Affairs for Development Cooperation & Human Rights and Mr. Goitom Kalsay the Charge d’Affairs of the Ethiopian Embassy in Dublin. An exhibition of photographs – “Images of Ethiopia” will also be shown.

 

This proposal has been developed in conjunction with officials in the Development Co-operation Ireland section of the Department of Foreign Affairs and follows a fact finding trip to Ethiopia undertaken by a group of councillors and officials from South Dublin County Council in April 2004. It is a unique initiative in Irish local government terms.

It is not intended to replicate activities currently being undertaken in Ethiopia by existing NGOs but to bring a different dimension to Irish development cooperation activities in the country by entering into an initial three partnership with a number of Ethiopian local authorities to the mutual benefit of both sides .

The arrangement will concentrate on capacity building measures in areas of activity with which the Council has an ongoing involvement and expertise such as town planning, drainage and general corporate governance.

The package of activities envisage a multi-layered approach involving elements of direct financial assistance, skills transfer, equipment provision, promotion of models of best practice, e-Enabling, encouraging and facilitating of specific local studies involving a mix of South Dublin County Council staff / staff of the Ethiopian local authorities / locally recruited project staff / consultants and finally but importantly exchanges on a cultural level.

The Council will engage with staff, elected members and the wider community of South Dublin County in the venture.

A more detailed briefing document will be available at the launch in the 2nd floor Training Room, County Hall, Tallaght at 1.30pm . A light buffet lunch will be served at 1.30pm prior to the launch.
