SOUTH DUBLIN COUNTY COUNCIL
REFUSE COLLECTION SERVICE
“PAY BY VOLUME†TRIAL SCHEME
INTRODUCTION:
u South Dublin County Council is considering the introduction of a new method of payment for the refuse collection service in 2004.
u The new charge will be a “volume†based charge which will allow the charging of customers for the amount of waste that they present for collection which is be in keeping with the “Polluter Pays Principleâ€, as required by EU and National policy.
u The Council proposes to levy the charge through the sale of biodegradable bin liners, which the customer will purchase, and use to line the wheel bin.
u The Council will then collect those bins, which have been properly presented on the day of collection.
BENEFITS TO THE CUSTOMER:
u The customer effectively pays for the waste collection on each occasion that a bin is presented for collection, as opposed to the standard charge that is levied at present.
u This means that customers can reduce their Environmental Waste Charge by minimising the amount of waste they generate, and by presenting the bin less often.
u The Environmental Waste Charge will be paid through the purchase of the biodegradable bin liners and these can be purchased, as the customer requires.
u The addition of a liner to the wheel bin will lead to an even cleaner refuse collection service.
BENEFITS TO THE ENVIRONMENT:
u The introduction of a volume-based charge will lead to a reduction in the amount of waste presented for collection and going to landfill.
u The volume-based charge should provide an incentive to customers to minimise the waste they generate and maximise recycling, options, which are environmentally better than disposal to landfill.
u The bin liner, which is proposed, is made of biodegradable material and will not in any way add to the amount of waste being land filled.
BIN PRESENTATION:
u The wheel bin should ideally be presented for collection when it is full (please note that the bin lid should be closed for collection and that overloaded bins will not be emptied).
u The bin liner should be inserted in the bin with the top 6 inches of the liner turned down on the outside of the bin.
u The liner will have South Dublin County Council markings, which will be visible when the liner is turned outside the wheel bin in this manner.
u This will indicate to our collection staff that the bin contains the required liner and the bin will then be emptied.
TRIAL:
The Council requests your assistance during the trial period in the following way:
u Present your wheel bin for collection only when it is full.
u Ensure that the bin is not overloaded and has the lid closed.
u Use the biodegradable bags to line the bin during the trial period, inserted in the bin in the manner described above.
u Although the liners are distributed free of charge for this trial period, please use these bags as if you had purchased them, to make our trial more meaningful.
The trial will commence in August and will be for a four-week period.
The trial will be carried out in estates across the County including areas in Tallaght Clondalkin Lucan and Rathfarnham.
