Information on Proposed Leasing Project for Social Housing Purposes

The Council is testing the market to assess the level of interest in the proposed project.

The expressions of interest will be assessed to see if the project is feasible. If so and your expression of interest demonstrates that your property meets the criteria set out below you will be contacted and negotiations will begin.

All types and sizes of dwellings are required in all areas of the county.

Preference will be given to new properties but second hand properties that meet the standards set out herein will be considered.

It is probable that bulk deals will be preferred .However the utility of every property to the Council will be assessed in the context of the demands of our Council Housing Waiting List.

It is council policy to promote social integration through planned tenure mix. Accordingly we will not procure whole apartment blocks or clusters of properties. We will seek to procure properties randomly scattered throughout developments so that no street or apartment block contains more than ten or fifteen percent of social housing i.e. Council owned, RAS and Rent Supplemented property. The concentration of social housing in the general area will also be taken into account.

The properties will be let by the Council to the applicants on our Council Housing Waiting List.

Leases will be for a minimum period of 10 years and a maximum period of 20 years.

Management, maintenance and insurances of the leased properties will be the responsibility of the Council.

Properties must be in pristine condition and must meet Home Bond or equivalent standard and the new Minimum standards for Rented Accommodation.

Properties will require a BER certificate.

Owners will have to prove their tax compliance before they will be allowed onto the scheme.

The specific terms and conditions of lease arrangements will be a matter for negotiation between the owner and the Council.
