South Dublin County Council invites expressions

of interest from suitably qualified firms for the

supply and installation of CCTV Cameras and

associated equipment for the purpose of traffic

monitoring over the commercial

telecommunications network. It is the intention

of the Council to form a panel from which firms

will be selected to undertake specified works.

CCTV specifications for South Dublin County Council.

 

Minimum Requirements

 

·         System must use interchangeable generic components.

·         Capable of transmission over a readily locally available commercial telecommunications network (current communications medium ISDN)

·         Consist of a Camera unit, ADC unit, ISDN transmission base and power supply.

·         Be able to stream a picture back to South Dublin Camera Control Room.

·         Be suitable for outdoor use in all weather conditions compliant with IP52 or higher (water resistant standard) with a suitable external weather proof housing

·         All Pan / Tilt / Zoom controls to be used over ISDN connection from control room through current preferred software viewer (Provilite).

·         The ability to set the azimuth tilt angle to 0 degrees to offer 180 degree tilt control.

·         To reproduce a picture that is of good quality day or night

·         To carry at least an initial 12-month maintenance & warranty on products provided.

·         Camera unit not to weigh more than 5kg installed.

 

 

 

Camera Specification:

 

·         Camera module to have a view radius of  at least 340 degrees

·         Be of Pan, Tilt and Zoom type

·         Be modular in design for easy of service and repair / replacement.

·         Contain a heating unit and a fan

·         Capable of switching between Colour and Black / White automatically

·         Minimum 18x optical zoom and 4x digital

·         Transmitting a picture on PAL over standard RJ59 cable.

·         Minimum colour illumination must be specified (ie lux levels to noise levels in percentage of video.)

·         Camera operations to included, White balancing, Colour level adjustment and Back light compensation

·         Compatible with current preferred in-house software viewer (Provilite) for telemetry control.

·         All onscreen menus for camera setup to be accessed over ISDN using the appropriate control console.

·         Telemetry controls to a standard RS232 or RS422 or RS485 specification

·         Camera unit to be pole mountable on street.

·         Unit capable of producing picture of good quality over cable lengths in excess of >150mtrs (Where necessary) but less than 250mtrs.

·         Operating range Between  –10oC to + 50oC 

 

 

ADC unit (Analogue Digital Converter)

 

·         Capable of receiving analogue camera images and  changing them to digital images for transmission over current transmission method (ISDN)

·         Capable of being password secured on programming menus.

·         Capable of having a backup transmission method over GSM or PSTN.

·         Serial output for additional devices

 

 

 

ISDN Modem

 

·         Capable of using both channels on a standard ISDN line.

·         Capable of transmitting data from the ADC out over ISDN.

·         Compliant to current European standards (DSS1)

 

 

 

All units to be powered of a standard 230v AC connection.

Other than the camera unit all devices to be housed within a camera control cabinet located within the vicinity of the camera pole at the side of the road.
