South Dublin County
New Development Plan for- 2004-2010
This Plan sets out how the County will develop over the next six years and is in the form of a written statement and accompanying maps.
It is the main statement of planning policies and objectives for South Dublin County and will be used for guidance on decisions for all future developments in the County.
What is included in the Plan :
- Zoning of additional lands for accommodating the projected population of the County up to 2010 (set out in the recently published Regional Planning Guidelines)
- Facilitating development of lands for enterprise and employment to further the role of the County as a strategic centre for enterprise
- The adoption of a new Urban Design model for the development of sustainable neighbourhoods and a high quality built environment. This is based on a traditional urban town and village format with lively interconnecting streets and spaces fronted by various mixed use buildings. The new neighbourhoods will be designed to facilitate public transport, walking and cycling.
- Inclusion of policies to ensure provision of community facilities like shops, medical centres, sports facilities and playgrounds along with new housing developments
- Addressing social exclusion, including groups with specific needs such as young people, older people, ethnic minority groups and Travellers
- Promotion and development of Tallaght as the County Town and Clondalkin and Liffey Valley as Town Centres
- Setting out a programme for infrastructure development in the County including housing, water and drainage services, public transport, roads and communications.
- Protection of the County’s natural and built heritage, the preservation of the character of the County’s landscape and listing of an additional 300 approx. historic buildings and features in the Record of Protected Structures
- Protection of the historic and rural villages of the County including Saggart, Rathcoole and Newcastle and ensuring that new development is in keeping with their character
- Accommodation of rural housing needs to support local communities
- Development and upgrading of parks and open spaces in the County
- Setting out of a programme of objectives for preparation of
a wide variety of studies, plans and masterplans including -
- significant upgrading of the Naas Road frontage between Citywest and the boundary with Dublin City Council,
- new housing and enterprise areas in the County,
- existing areas such as Ballyboden and Brittas,
- urban design frameworks for Lucan, Rathfarnham and Tallaght and
- the proposed Architectural Conservation Areas in Clondalkin, Lower Palmerstown, Lucan, Rathfarnham and Tallaght
- Inclusion of principles of sustainable development which will inform the objectives and policies of the Development Plan and the decisions and actions based on the Plan.

The Council would like to take this opportunity to thank the large number of people who took the time to attend public consultation meetings and open days or send in submissions. Approximately 500 people attended consultation events and 1,000 submissions were received from a wide cross-section of the population.
Views expressed played an important part in the Development Plan preparation process and informed many of the policies and objectives in the adopted Plan.
Where can I see the Plan ?
The Development Plan (written statement and maps) is available to view from December 8th in the Council’s offices and libraries. It is also available on the Council’s website www.southdublin.ie and CDs and hard copies will be available for purchase from the Planning Department.
