SENIOR BUSINESS TRANSFORMATION AND CHANGE MANAGER

 

Character

Candidates shall be of good character.

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. 

Education, Training, Experience etc.: 

Each candidate must, on the latest date for receipt of completed application forms:

Have a strong academic record in related disciplines; Prince 2, Lean, Six Sigma, Transformation and Change Management, with academic or professional qualifications in Organisational Management advantageous. 

or 

In the absence of related academic qualifications, at least 10 years relevant work experience, in the areas of Business Transformation and Change Management.           

The Role: 

South Dublin County Council covers an area of 223 square kilometres and is home to 280,000 people living in circa 100,000 homes. Formed in 1994, South Dublin County Council is responsible for the economic development of the County and the provision of a broad range of services including, housing, roads, walking and cycling routes, parks, playgrounds and sports facilities, libraries, fire services, enterprise supports and community infrastructure. Its annual spend on service provision and asset development is €300 million. 

Direct housing provision together with various schemes of assistance, is one of the primary functions of the Council, which requires an annual operational budget of €66 million. The Council owns 9040 houses and has contractual arrangements with landlords for 3,200 additional properties. The tenants of these properties are supported by various national housing assistance programmes, such as rent supplement and housing assistance payments. As the housing function has developed, numerous schemes have been rolled out locally. This has resulted in multiple mini change management processes and associated ad hoc systems development. Having recently completed a thorough review of our systems, the outcomes point to a fragmented systems portfolio, data duplication, poor integration and a requirement of high levels of manual intervention. This takes from the work environment and the quality of customer service to tenants. 

South Dublin County Council is now seeking to recruit a Senior Business Transformation and Change Manager to undertake this housing integration and change management business improvement. 

The Ideal Candidate Shall:             

  • Be confident in leading and managing multi-disciplined teams in the delivery of time bound projects within budget. 
  • Have excellent interpersonal skills, with the ability to network, manage critical relationships and diverse audiences. 
  • Have a track record of Change Management and BPR in large organisations, delivering large scale customer-centric transformation programmes. 
  • Have a proven ability in project management for large scale business. 
  • Have a clear appreciation and understanding of the customer service, VFM and improved work environment dynamics of this or similar projects. 
  • Have an understanding/appreciation of the public sector housing function. 

PARTICULARS OF OFFICE 

The office is wholetime, superannuable and a specific purpose contract will apply.  The appointment will be for the duration of the Housing Integration and Change Management Business Improvement Project as determined by South Dublin County Council and is subject to annual review.  The likely duration of the project is 3 years.  The contract may be terminated at any time subject to normal legal requirements. 

    1.     SALARY: 

Fixed point salary €75,000 

The salary shall be fully inclusive and shall be determined from time to time.  Holders of the office shall pay to South Dublin County Council any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of their office or in respect of service which they are required by or under any enactment to perform.  

    2.     DUTIES: 

The duties of the post are to give to the local authority, and 

(a) such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and

(b) to any other local authority or body with which an agreement has been made by the local authority, or by any of the authorities or bodies mentioned in subparagraph (a) of this paragraph under the general direction and supervision of the Chief Executive or such other employee as the Chief Executive may from time to time determine, such appropriate services of an executive, administrative or management nature as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties to exercise such powers, functions and duties as may be delegated to him / her by the Chief Executive from time to time, including the duty of servicing all committees that may be established by any such local authority or body. The post holder will, if required, act for an employee of a higher level. This is a large transformation project and duties will include the delivery of: 

  • Greatly improved tenant interface functionality within a digital environment. 
  • Real time connection between frontline staff and response units. 
  • Integrated data management systems. 
  • Enhanced opportunities for mobile working. 
  • Complete asset management visibility and associated resource allocation. 
  • Integrated inspection regime across all housing typologies 
  • Real time management information to inform faster and improved decision making. 
  • A vastly improved work environment for staff. 
  • This project will impact all areas of the housing operation and will require significant leadership and change management skills. 

These duties are indicative rather than exhaustive are carried out under general guidance. 

Persons employed will be required to work in any location within the South Dublin administrative area. 

SUPERANNUATION: 

The provisions of the Local Government (Superannuation) (Consolidation) Scheme 1998 may apply. 

Persons who become pensionable officers who are liable to pay the Class A rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority as follows:

1.5% of their pensionable remuneration

plus

3.5% of net pensionable remuneration 

(i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). 

Persons who become pensionable officers who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority at the rate of 5% of their pensionable remuneration. 

All persons who become pensionable officers of a local authority will be required, in respect of the Local Government (Spouses and Children’s /Widows & Orphans Contributory Pension) Scheme, to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme. 

New entrants will be admitted to the Single Public Service Pension Scheme with effect from the date of appointment.  The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits.  To qualify for a pension the successful candidate must have served a minimum of two years employment in a local authority. 

   4.      RESIDENCE: 

Holders of the office shall reside in the district in which their duties are to be performed or within a reasonable distance thereof, as determined by South Dublin County Council. 

   5.      RETIREMENT AGE: 

There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004.

Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years. 

The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. 

     6.   INCENTIVISED SCHEME FOR EARLY RETIREMENT (ISER): 

It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. 

    7.     WORKING HOURS: 

The successful candidates normal hours of work will be 37 hours per week. 

The Council reserves the right to alter your hours of work from time to time. 

    8.    ANNUAL LEAVE: 

Annual leave entitlement for the position of Senior Business Transformation and Change Manager is 30 days per annum   in accordance with Department of Environment, Community and Local Government Circular LG(P) 07/2011. 

    9.     PROBATION:

For the purpose of Temporary Contracts, successful candidates will be required to serve an ongoing probationary period from commencement of employment during which your contract may be terminated by two weeks notice by South Dublin County Council if service proves less than satisfactory to the Council. 

   10.    RECRUITMENT: 

This is a specific purpose contract for the delivery of the Housing Integration and Change Management Business Improvement Project and the contract will terminate on the completion of that project. 

Selection shall be by means of a competition based on an interview conducted by or on behalf of the Local Authority. 

South Dublin County Council reserves its right to shortlist candidates in the manner it deems most appropriate which may include shortlisting on the basis of qualifications and experience. Shortlisting will be on the basis of information supplied on the application form and the likely number of vacancies to be filled.  It is therefore in your own interest to provide a detailed and accurate account of you qualifications / experience on the application form. 

A panel may be formed on the basis of such interviews. Candidates whose names are on a panel and who satisfy the Council that they possess the qualifications declared for the post and that they are otherwise suitable for appointment may, within the life of the panel, be appointed as appropriate vacancies arise. The life of the panel shall be for a period of one year from the date of its formation.

The County Council will not be responsible for any expenses a candidate may incur in attending for interview. 

For the purpose of satisfying the requirement as to health it will be necessary for successful candidates to undergo a medical examination by a qualified medical practitioner to be nominated by the local authority.

Appointment will also not proceed without the Local Authority obtaining two satisfactory references at least one of which must be from an employer. Said employer must not be related to the applicant.

 

South Dublin County Council shall require persons to whom appointments are offered to take up such appointments within a reasonable period of time as determined by the Local Authority and if they fail to take up appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council shall not appoint them.

Garda Vetting will be sought in accordance with the National Vetting Bureau Acts, 2012 to 2016.

A candidate who does not attend for interview when and where required by the County Council will have no further claim to consideration.
