South Dublin County Council - Notice to Approved Housing Bodies
Call for proposals for Capital Assistance Scheme (CAS) 2015
Following recent notification from the Department of Environment Community and Local Government of funding for a Capital Assistance Scheme (CAS) Programme 2015 - 2017 South Dublin County Council invites Approved Housing Bodies to put forward cost effective and sustainable proposals to meet the housing needs for people with specific categories of needs as identified in the latest Housing Needs Assessment.
The following are the four priority needs suitable for CAS funding as identified in the latest South Dublin County Council Housing Needs Assessment:
- Accommodation for People with a Disability
- Accommodation for Homeless
- Accommodation for Travellers
- Accommodation for OAP’s
The available funding will facilitate the advancement of a modest construction programme and /or the acquisition of built properties where suitable and value for money alternatives exist. Priority will be afforded to more modest developments of 10-16 dwellings, except in larger urban areas, where slightly larger developments may be appropriate.
The criteria which the Council will use in assessing the proposals will include:
- All applications must comply with the terms and conditions of the Capital Assistance Scheme as set out in Memorandum VCU: 2/02 and Circular VHU: 2/08.
- The extent to which the proposals address the housing need as identified in the Housing Need Assessment.
- Deliverability within the timescales envisaged, i.e. substantially completed and funding drawn down by November 2017 at the latest.
- Projects should be in a position to progress without delay following funding approval, with some recoupable expenditure to be incurred in 2015.
As part of the appraisal process by local authorities, CAS proposals must take cognisance of rent consideration to ensure that an economic rent is put in place and included within the project appraisal at inception.
South Dublin County Council requires that a declaration relating to any pecuniary or other beneficial interest by an employee or person connected in the case of any proposal be submitted.
It is anticipated that Approved Housing Bodies in receipt of state funding will have signed up to the Voluntary regulation Code for the sector.
Approved Housing Bodies should submit their proposals titled “Call for Proposals” to Senior Executive Officer, Housing Department on / before 15th April 2015.
