Draft Naas Road Area Development Framework July 2009

South Dublin County Council has published a draft Development Framework for an area in the vicinity of the Naas Road, prepared by McGarry N anaigh Architects, KCAP Architects & Planners and JMP Consultants. The framework area stretches from Newlands Cross eastwards towards the Dublin City Council Boundary near the Kylemore Luas Stop. The draft Development Framework is published in accordance with Local Zoning Objective (LZO 5) of the South Dublin County Development Plan 2004-2010.

LZO 5 of the County Development Plan requires the preparation of a Masterplan to facilitate appropriate high-quality mixed-use development (including offices and residential development) for the purpose of upgrading this major gateway corridor into the City.

The aim of the draft Naas Road Area Development Framework is to establish a foundation for profound and lasting change. It is intended to inspire and start a process of transformation in an area whose role and importance has changed over the years.

The draft Development Framework is a flexible, long-term strategy that has the ability to respond to change over a range of issues, topics and scales. One of the key purposes of the draft Framework is to set out strategic objectives and priorities as guiding principles to inform such things as how we use land, set out new road networks, how much development may take place and what the area might look like in the future.

The key elements of the draft Framework are the maintenance of the existing Green Belt between Clondalkin and Tallaght; the consolidation of most new development east of the M50, with mixed uses focused around the existing Red Cow Luas stop, a proposed new Luas stop between Red Cow and Kylemore as well as the creation of a new green corridor and new road links east of the M50. A central element of the scheme is a change to the character of the Naas Road, especially from the existing Nangor Road/Long Mile Road junction in a citybound direction.

Submissions and observations in respect of the Draft Naas Road Area Development Framework are invited from any interested party. All submissions should be received by 4.00 pm on Tuesday 1st September 2009, see our website www.southdublin.ie for further information.

It is intended that the draft Naas Road Area Development Framework will inform a variation of the current South Dublin County Development Plan. Any such variation will be formulated further to public consultation on the draft Framework and will itself be subject to a separate consultation procedure in Autumn 2009.

Fundamental to the draft Development Framework is the ambition to facilitate transformational change that will establish a dynamic, well served, well-connected and creative place to live, work and enjoy.
