Tackling illegally dumped waste, litter and graffiti in South Dublin County Council’s local authority area

Mayor of South Dublin County, Cllr. Sarah Holland, on 22 September 2015 signed a Memorandum of Understanding (MoU) with four of our most significant utility companies, namely Tom Flynn, Environment and Sustainability Manager ESB Networks; Mike Cahill,Regional Operations Manager Gas Networks Ireland; Sean Reynolds, Head of Field Maintenance Operations, Eir and Declan Golding and Joe Bergin, from other significant Telco Providers.

The MoU’s set out agreed procedures to deal with illegal dumping of waste, litter and graffiti at sub-stations, and other utility premises and structures in South Dublin County Council’s administrative area.

Among the key features in the MoU are:

  • Standardised procedure for reporting illegal dumping of waste, litter and graffiti issues.
  • ESB Networks, Gas Networks Ireland, Eir and other significant Telco Providers will remove illegally dumped waste and litter within 5 working days of being notified by South Dublin County Council.
  • Any graffiti issue will be addressed within 10 working days (racist or other provocative graffiti will be removed within 5 working days).
  • South Dublin County Council will work with the Utility Companies to tackle recurring problems at identified sites.

Speaking at the signing event, Mayor Sarah Holland said: “It is extremely important that we portray our county in the best way we can, and this initiative will help us do this in a very tangible way by addressing the problem of illegal dumping of waste, litter and graffiti, in a multi partnership approach between South Dublin County Council and ESB Networks, Gas Networks Ireland, Eir and other significant Telco Providers. This builds on the success of the MoU which we partnered with ESB Networks previously, we have developed a worthy working relationship between our organisations. It is a very welcome development to include Gas Networks Ireland, Eir and other significant telco providers, and to sign our first MoU with you. We have formed this new multi partnership and intend to work collaboratively when dealing with the issue of illegal dumping of waste, litter and graffiti to keep South Dublin County clean, for the enjoyment of all people who live, visit, work and do business here.’
