NOTICE OF PROPOSED VARIATION OF SOUTH DUBLIN COUNTY DEVELOPMENT PLAN 2010 - 2016 “RETIREMENT VILLAGE” NEWCASTLE (VARIATION NO. 1)

Notice is hereby given pursuant to Section 13 of the Planning and Development Act 2000 (as amended) that at its meeting on 11th July 2011, South Dublin County Council agreed to initiate a Variation of the South Dublin County Development Plan 2010 - 2016 in accordance with Section 13 of the Planning and Development Act 2000 (as amended) in respect of lands at Ballynakelly, Newcastle, County Dublin. It is proposed to vary the South Dublin County Development Plan 2010 – 2016 in the following manner;

Development Plan Map

Amend Development Plan Map No.3 to include Specific Local Objective No. 94 and Boundary at Ballynakelly, Newcastle.

Written Statement

It is proposed to insert a new specific local objective i.e. Specific Local Objective No. 94 in the Written Statement as follows;

‘Ballynakelly, Newcastle- Retirement Village’

“It is an objective of the Council to provide for the development of a retirement village at Ballynakelly. The retirement village will facilitate the provision of a range of purpose-built accommodation for older people and will include a mix of independent and care supported facilities in a secure and managed environment.

The retirement village will comprise of:

- individual retirement homes that provide for assisted living designed to HIQA 2008 Standard

- a nursing home (for less mobile residents of the retirement village)

- a new medical/health centre and

- a community centre which will provide dining, recreation, hygiene and health care facilities to be shared by the residents on a communal basis

The development of the nursing home element and communal centre for the retirement village shall be undertaken in tandem with the retirement homes “

The reason for the Variation is to ensure the sustainable and orderly planning and development of Newcastle by facilitating completion of the unfinished development of this site and by further meeting the social needs of the community i.e. providing suitable and sustainable accommodation for elderly persons in the area.

South Dublin County Council has concluded, following screening for Strategic Environmental Assessment in accordance with Article 13K the Planning and Development Regulations 2001 to 2011 and Appropriate Assessment Screening under Article 6(3) of the Habitats Directive, that further Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) of the proposed variation is not necessary, as implementation of the variation would not be likely to have significant effects on the environment including the Natura 2000 network of sites. A copy of the SEA Screening Decision and AA Screening Statement are available for public inspection with the variation.

Details of the proposed Variation, the SEA Screening Decision and the AA Screening Statementmay be inspected from Wednesday the14th September 2011 to Friday the 14th October 2011at the following locations:

  • Planning Department, South Dublin County Council, County Hall, Tallaght, Dublin 24: 9.00 a.m. to 5.00 p.m. Monday to Thursday and 9.00 to 4.30 p.m. Friday
  • South Dublin County Council, Civic Centre, Clondalkin, Dublin 22: : 9.00 a.m. to 5.00 p.m. Monday to Thursday and 9.00 to 4.30 p.m. Friday
  • County Library, Tallaght and Local Branch Libraries at Castletymon, Whitechurch, Clondalkin and Lucan, during normal opening hours for each library
  • The Council’s website www.southdublin.ie

Written submissions or observations in relation to the proposed Variation made to the Planning Authority at the address below before 4.00 pm on 14thOctober 2011 will be taken into consideration before the making of the Variation. Submissions or observations cannot be accepted in any other format or to any other address other than as set out below:
